Rick Jacobi is the owner and principal consultant at Jacobi Consulting. He is an experienced nuclear industry executive with more than 40 years of front-line experience in:

  • project management
  • licensing and handling of radioactive material
  • environmental sciences
  • legal and regulatory matters, and
  • governmental and media affairs.

As a Licensed Nuclear Engineer, Health Physicist, and member of the State Bar of Texas , Mr. Jacobi provides technical assistance to a variety of nuclear and radiological facilities including waste disposal companies, industrial users, uranium miners, transportation companies, oil and gas exploration and production companies, and investment companies who are seeking an expert opinion on the acquisition of nuclear facilities.

He offers hands-on technical assistance in the licensing, construction, operation and decommissioning of nuclear and radiological facilities, including expert guidance on radiation risk assessment, licensing and permitting of nuclear facilities, environmental assessments, nuclear facility closure and decommissioning plans, radiological and non-radiological environmental monitoring programs, and nuclear facility operating procedures.

Mr. Jacobi is an internationally recognized expert on the management of radioactive waste storage, processing and disposal facilities.

Experience and Background

2001 to Present – Principal Consultant, Jacobi Consulting
As a Licensed Nuclear Engineer, Health Physicist and member of the State Bar of Texas, Mr. Jacobi provides hands-on technical assistance in the licensing, construction, operation and decommissioning of nuclear and radiological facilities. He provides expert guidance on radiation risk assessment including pathway analysis, licensing and permitting of nuclear facilities, environmental assessments and radioactive material uses. He develops nuclear facility closure and decommissioning plans, radiological and non-radiological environmental monitoring programs, and nuclear facility operating procedures. He provides expert assistance on the management of radioactive waste storage, processing and disposal. He can assist companies who must deal with federal and state regulatory processes for licensing nuclear facilities and radioactive material.

1999 to 2001 – Vice President of Operations and General Counsel, Envirocare of Texas, Inc.
As the Chief Operating Officer and General Counsel for the Texas subsidiary of the Utah parent company, Mr. Jacobi reported directly to the President with top-level responsibility for developing and licensing radioactive waste treatment, storage and disposal facilities in Texas. His responsibilities included overall management of the governmental, legal, media and engineering duties in Texas.

1982 to 1999 – General Manager, Texas Low-Level Radioactive Waste Disposal Authority
Mr. Jacobi was the Chief Operating Officer of the Authority responsible for all operations of the Authority subject only to the orders of the Board of Directors. As the chief operating officer of the agency, He had overall responsibility for the development, licensing, construction and financing of a low-level radioactive waste disposal facility in Texas. He gained extensive experience dealing with controversial issues, media and governmental relations, policy development, legal and administrative proceedings, engineering project management, financing and budgeting for large projects, and human resource issues.

1977 to 1982 – Supervising Engineer; Nuclear Safety and Licensing Division, Houston Lighting and Power Company
In this capacity, Mr. Jacobi had overall responsibility for the preparation and maintenance of the final safety analysis and environmental reports on the South Texas Project Nuclear Generating Station, and communication with the Nuclear Regulatory Commission and other state and federal agencies. He coordinated the work of 5 attorneys in the conduct of administrative hearings on the construction of the South Texas Project. He also supervised the maintenance of the preliminary safety analysis report and environmental report on the Allen’s Creek Project. Additional responsibility included generic licensing issues and development of the nuclear safety analysis division of the Company. He directly supervised 11 engineers and technicians, and 7 clerical staff.

1975-1977 – Health Physicist, Houston Lighting and Power Company
Mr. Jacobi was responsible for the design of plant radiological control systems including the radiation monitoring system, layout of the plant radiochemical laboratory, and the plant decontamination system on the South Texas Project. He assisted in the development of the ALARA design review program and development of the Health Physics operating procedures for the plant.

1973-1975 – Associate Health Physicist, Texas A&M University
As an associate health physicist, Mr Jacobi was responsible for the radiological safety program at an 88” cyclotron.
